Cannot initialize Windows help

I'm using Win98 SE, my help files appear to be on the H/D, whenever I attempt to access help from either the Start button or dropdown menu in My Computer or Windows Explorer nothing happens!! It is as though some sort of initialisation file or DLL or something is missing or corrupt, I have no idea what file or process is called when help is first initialised.

I have a simillar problem problem with Office 2000 applications, I can enter a search query in the Clips Box, then when I choose one of the options listed, NOTHING!! Do any of you lovely people have any ideas?

I think it's something to do with the HTML help system

This can occur if the Hhctrl.ocx file is missing or damaged.
To resolve this, use System File Checker to extract a new copy of the Hhctrl.ocx file from your Windows 98 CD-ROM into the C:\Windows\System folder.

To extract the file, read on.
Click Start, and then click Run.
Type sfc, and then press ENTER.
Click Extract one file from installation disk.
In the Specify the system file you would like to restore box, type drive:\windows\path\file (where drive is the drive where the Windows folder is installed, generally drive C, path is the destination of the file that you are extracting, and file is the file that you want to extract).
Click Start, click Browse next to the Restore from box, and then locate the Windows installation files. By default, in the OEM version of Windows 98 and Windows 98 Second Edition the installation files are on the hard disk in the C:\Cabs folder. With a retail full version or upgrade version, you can also insert the Windows installation CD-ROM into the CD-ROM drive or DVD-ROM drive, and then locate the Windows installation files. The folder is named "Win9x". For example, if your CD-ROM or DVD-ROM drive is D:, the folder is named "D:\Win9x". For Windows 98, the folder is named D:\Win98.
Click OK, and then follow the instructions on the screen.

After days of hunting & begging for help I finally come across a "man who can"

SFC SFC SFC they all say, trouble is doesn't seem to have much chance if the file is missing, indeed hhctrl.ocx was missing! Marvelous I thought, simple task of extracting from CAB, done it, job done I thought. Office help up & running a treat. Try windows help only to receive the following:- Cannot open the file: mk:@MSITStore:C:\WINDOWS\Help\windows.chm. (What kind of path is that! I'm thinking virus or malicious program has changed it). Web search tells me hhctrl.ocx needs registering, go through the routines to discover missing regsvr prog, which turns out to be regsvr32 instead. (Microsofts instructions) eventually get it registered only to receive same error. Another web search tells me that I have the wrong version of hhctrl.ocx, not compatible with IE6 More searching & downloading more registering. Same flaming error, one more attempt at overwriting windows.chm from CAB. IT ACTUALLY WORKS.

Thank you for pointing me to that file.

I wish MS would not make that IE integral to it's operating systems, what really infuriates me is the fact that I hate the browser with a passion & very rarely use it! Opera is my browser of choice, it's just so much easier to turn options on/off access javascript, cookie control, referer, proxies, animated Gif, plugins, popup control all at the touch of F12 & the cache, history etc is all erasable without the need of third party programs to go & hunt down & clear index.dat on reboot.

Excuse my rantings & Thanks again, I'll be dropping by here more often.
