Running in DOS?

I have XP Pro and it has recently been acting strangely. When I try to open certain programs, a notebook file opens and says "This program can not run in DOS mode". I have no access to the user settings, otherwise I would create a new one, and I have no access to the system settings. What do I need to do? Any help is much appreciated.
