| When you say you wiped everything, does that mean a full format?
If you did reformat is your internet connection shutting down every 60 seconds?
One of the biggest virus problems today is that many people reinstall windows, then instantly register and update to the latest definitions THEN install their antivirus program. When you do that, Windows automatically opens all ports which means you will have an attack possibly every 20 - 30 seconds.
If, and obviously we need to know a little more, you did this then its proberly the Sasser worm virus.
If you are getting a blue rectangular box up with an error message, its likely you hav'nt removed the virus.
To install or reinstall Windows, Format your harddrive or the particular partition, then disconnect your internet connection, when asked if you want to register online, select Later.
After you have installed your operating system, install your antivirus program, then go online to register and download all the latest patches and updates, dont forget your hardware drivers.
If I am barking up the wrong tree, post a few more details and we will look at it for you.
