Angry error loading message

every time i start up my computer it hangs, i then press the restart button and sometimes it starts other times it takes 2 or 3 operations.
when it eventually does start i get this error message

error loading C:\windows\system32\MSA64CHK.dll

can someone please help me fix it , it's driving me mad

If you cannot get your machine to start to follow these instructions, try starting in 'safe mode (Reboot and press F8 at the blue screen).

Follow the instructions very carefully and delete everything that is mentioned. In most cases the removal will fail if one single item is not deleted. If Mostrar Dialer remains on your system after going through the removal instructions, please double check by going through them again.
Start Regedit by pressing the windows key and R together. Type regedit and click OK.
Navigate to the key:
HKEY_LOCAL_MACHINE \ SOFTWARE \ Classes \ CLSID \ {582788CA-7014-4904-A4EE-6FB6108AFE8E} , if it exists and delete it.
Navigate to the key:
HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \ Run
In the right pane, delete the value called MP3NumberOne or ContentDownload, if it exists.
Exit the registry editor.
Restart your computer.
Start Windows Explorer and delete:
%SystemDir%\MSA64CHK.DLL
%SystemDir%\msapasrc.dll
Note: %SystemDir% is a variable (?). By default, this is C:\Windows\System32 (Windows XP).

Only delete the highlighted values or you could disable your PC completely.
