prt scr HELP!

Okay i have this problem and question but i don't know which section to post it so i'm starting here...

Problem:
I have videos on my computer that that i'd like to take snap shots of and send it to my friend. I tried using "prt scr", but whenever i paste it in photoshop, it shows a black screen and/or flows the video live (like if i move the pic up the bottom of the video is missing...did that make scence?). But when i asked this guy he said that's how he takes screen shots of his videos and that i have to change the "prt scr settings", but he doesn't remember how to change it cause it's been a long long time.

Q:
How do I change the "prt scr settings"? (if you don't know that then)
Where do you think i should go to change the "prt scr settings"?

I have worked with Windows and computers a long time and have never seen an option to change Print Screen settings unless you have a third party video capture card. Some software in a capture card I had in the past allowed you to select certain options for that button.

Hopefully someone will come along and prove me wrong for your sake.
