| HEY fatman_joe. Lets begin with the easy steps. You said that your resolution is very low. First of all lets see you display properties (Right-click on the desktop, Properties, and settings). Now you can change and apply new changes. If you can see there's also the Screen Resolution, and the Color Quality (make sure it is 16bit or 32 bit, depending on your VGA card). Press apply and notice if any changes. If that do not solve your problem lets see if your driver is installed well since you have wiped your HDD.
To do so, just right-click on My Computer, Poperties, Hardware, Device Manager. And tell us if everything is installed properly. You will know if there are yellow signs ('?' or '!') near a device driver; in this case under display Adapters. If there is any sign, it means that maybe the driver is not installed properly or it isn't installed. You may have to reboot after installation.
