downstream and upstream packets rate

I would like to know how to change the upstream and downstream rate of packets of information of my internt connection. I really have no clue and if its any help im on broadband. Dunno if that makes a difference.
So some one please help me im real confused.

As far as I am aware, I dont think you can. Maybe another member has more of a clue but I think you are governed by your ISP and connection type. You can of course optimize your connection with one of many programs for example Tune-Up Utilities, and there are many download accelerators which will speed up your downloads.

can you give me some names of these tune up utilities please , and some that are free please. what one do you think is the best. also is there any disadvantages of them?

To optimize your system and / or your broadband connection, I use TuneUp Utilities 2004 . You can read my review on it which is in this forum under the name of Optimizer Programs. You can also download a 30 day trial by clicking on the link. As far as download accelerator / manager programs go, Internet Download Manager seems to be OK although I personally dont use an accerator. Again you can click on the link for a 30 day trial. Neither of these programs are free but I believe you get what you pay for. You can browse through Optimizers and Accerators at www.download.com if you really want a free program, but be warned that most freebies carry some sort of penalty, usually in the form of spy and adware.

i tried the tune up utilities one you use and it says "error applying transforms, verify that the specified transform paths are verified." what should i do?

but that one costs and i really cant afford to buy any more stuff at the moment, so do you know of any recomendable tune up utilities that are free?

I cannot recommend what I have not tried, but you can go to this site and browse through their free files. They have all kinds of optimzers, download managers etc.

P.S. I hope you are lucky, but if it were me, I would run AdAware immediately after installing any freeware.
