Comparing INIs

Once upon a time I had this little tiny program that let you open two INIs side by side (it probably let you open any kind of document) and it would highlight the differences between them. I can't for the life of me remember what it was called. Does anyone know the name of this. I have fond serveral that let you compare folders but this one was great for figuring out ini problems.
